Goa’s casino industry has evolved into one of India’s most distinctive tourism-driven entertainment sectors, attracting thousands of domestic and international visitors each year. Operating primarily through offshore casinos anchored on the Mandovi River and select land-based properties, the industry has become a significant contributor to state revenue and employment. However, it also faces persistent regulatory scrutiny, social debate and calls for reform.

Nevada gaming regulators have taken an important step toward approving licensing for three senior executives associated with major Las Vegas casino operators. Following detailed suitability hearings, the Nevada Gaming Control Board unanimously recommended licensing for Jacqui Krum of Wynn Resorts, Vladimira Mircheva of Bally’s, and Carlos Castro of Resorts World Las Vegas. The recommendations will now move to the Nevada Gaming Commission for final consideration later this month.

Efforts to legalize online casino gaming in Virginia have slowed after lawmakers postponed key legislation tied to the oversight of the state’s rapidly expanding gambling industry. The delay centers on plans to establish a new Virginia Gaming Commission, a regulatory body expected to provide centralized supervision for gaming operations across the state. While Virginia has already legalized sports betting and introduced several retail casinos, online casino gaming remains under debate.

The cost of establishing casino-linked hospitality businesses in Goa is set to rise as the state government proposes higher licensing fees within the excise framework. Under the new proposal presented by the chief minister, entrepreneurs seeking a fresh excise licence to operate liquor-serving establishments such as restaurants and bars will need to pay Rs. 20 lakh. Meanwhile, the fee for transferring an existing excise licence without inheritance is expected to increase to Rs. 25 lakh.

The Goa government has approved a long-awaited set of rules aimed at strengthening regulatory control over the state’s casino industry. Cleared by Chief Minister Pramod Sawant, the Goa Public Gambling Rules introduce stricter oversight mechanisms, including transferring ticket issuance authority from casino operators to the Gaming Commissioner and mandating detailed daily visitor records. The framework also grants enforcement powers to suspend operations and impose penalties of up to Rs. 7.5 million for violations.

The Philippines operates one of Asia’s most complex casino systems — combining state oversight, private integrated resorts and (previously) a large offshore gaming sector.

The industry is regulated by Philippine Amusement and Gaming Corporation (PAGCOR), a government-owned corporation that both regulates and operates casinos. This dual role is unusual globally and has shaped the country’s gaming development model.
